The Evil Within was just released in October, so this deal is on a fairly new game. Originally $66.49, it is on sale for just $22.60 CAN at Steam Powered.
It is pretty hard to compare prices on digital downloads with their physical equals. However, you are getting the same game - just for a different console. I located some PC versions at local stores to price compare with:

As you can see, Steam Powered has the best price for the PC version of this game. Even for console versions, the lowest I have seen the game was $30 in this sale Margarita blogged about a bit ago.
This game is pretty scary. If you are not into gore, horror, and mass murder - then you might want to pick another game. As one critic on Metascore said:

I am not into games that scare me so I have not even watched the trailer for this game. I do know that is investigating some horrific murders when things go from bad to worse. He witnesses the slaughter of his fellow officers, gets knocked unconscious, and wakes up immersed in a world of hideous creatures and the dead. This is not a game to play before bedtime kiddies!
Now, there is a lot of people who love the game and those who hate it. You must be into psychological horror to enjoy this game. Also, many reviews for the game came out pre-patch. This patch fixed some of the major complaints including black borders to make it feel 'cinematic' and some issues with awards not coming through if you were in different modes.
Now, most reviewers will lay out the pros and the cons. One reviewer said:
It is very heavily action focussed which depending on your tastes can be good or bad. Stealth is present, but feels shoehorned in and can sometimes be unreliable. The gunplay feels satisfying and can be quite tense when missing a headshot with low ammo, especially on the harder difficulties.
Many reviewers also say that the storyline is confusing but as you progress in the game it becomes clearer. Now, if this game is not your cup of tea, Resident Evil 5 is also on sale from $19.99 down to $6.80.
