No matter how 'good' a person can be at applying mascara, they can still end up smudging their mascara on the skin on either the top or bottom of their eye, where it doesn't belong. Usually this happens when in a hurry or when not enough drying time is used before moving on to the next coat.

When I worked in the cosmetics industry, the most common remedy used for mascara smudges by many of our clients who were applying mascara, was to immediately try to wipe the mascara smudge off while still wet. The best thing to do if you smudge mascara on your skin is to let it dry completely, then use a dry Q-tip to gently 'buff' it off.
